Is This Tint Illegal?

for my car, is this illegal, to dark?

for CA, nope.

For CA you can not have any of the front windows tinted. You can do the back as dark as you want though. Or unless you have a prescription written by your doctor or optometrist saying you need them due to sensitivity to light.

honestly if the tint was that dark on my car, cops would definitely notice

Dont forget distortion.....

15% on a white car looks darker than 5% on a black car....

Are you going to remove the tint? If you get the tint put on afterward you buy it, like a flim installed, cant you just take it off?

If they only give you warnings, why do they bother stopping and wasting your time in the 1st place ?

It's cause that's their job. You cant just drive around all night long and not pull anyone over and expect to get paid. They got to do something so they just find something to do like pull cars over for minor reasons. And sometimes the reasons are so small, it isnt worth the time to write a ticket and a report on.
