Is the hole above the turbo coolant line sopposed to be there?

Bump. if someone has a engine out of there car please look at this for me. Im ready to put my engine in and would hate to have coolant or oil come spewing out the back of the engine.

Zip ties on what hose? Thats a stock spring clips on that coolant hose.
