Is this really a T28/T25 hybrid?

I saw this on ebay and wondered if its really a T28/T25 hybrid or is it a scam? It looks just like my t25 so I'm confused.

That's a T25 turbo. The T28 compressor wheel is much bigger and that turbo would need to be bored out in front to fit a T28 wheel. T25 turbine wheels in back are common on all Silvia turbo's.
