I wanna get a set of coilovers and slam my s13 on the stock SE rims with some spacers, question is can I stretch my stock rims on a pair of like 14 inch tires? or no? any ideas/suggestions?

You don't stretch "rims", you stretch tires. And stretching tires refers to using a narrower tread on a wider wheel, not using a smaller diameter tire on a larger diameter wheel. That flat out won't work.

You may get
Coilovers
Spaces
and rock your stock SE rims.

You can't stretch rims, only tires. And the rim and tire have to be the same 15" to 15".
