is this my frame

[240sxser]

i have a 1993 240sx and i have a major problem theres this bar that has 2 nuts in it i think its connected to the sway bay but its broken and just hanging there i need to know is that part of my frame the car was in an accident and it seem to be repaired except for this one thing and i'm trying to figure out what the hell this part is so if anyone else owning a 240 could tell me what it is i would be verry freakin great full also we are looking for cars for the new dvd comming out december of 2007 so hit the myspace page at http://www.myspace.com/nusensecc and post a pic or note
