grounding will help you out with little problems. There is not going to be noticable "power and mpg" increases - that is a marketing gimmick.
Basically, the idea behind it is that the better grounded your car, the better the engine/transmission/etc can run - the better the spark plugs can spark, etc.
Many ppl report better/smoother revving and idling. Since idling and revving are smoother, you are burning fuel more efficiently -> mpg as well as some power. The truth to this is somewhere relatively simliar. I believe you will get more of a benefit if you run a lot more things on the car (electronics, etc).
The ebay kits are fine, but just inspect them to make sure they are not loose and need to be recrimped. That system that you linked to actually looks pretty decent.
I've read a full install of this and a review somewhere (you'll have to search tho because I don't remember what site it was - maybe a link from here).
