Heres the part:

It's off the bracket with all the AIV stuff ('93 S13). It has a electric plug now sitting open and I want to know what it's function is.There are two vacuum lines running from it, one with a red tag leading to T junction with intake pipe near throttle body, the other with a blue tag running under the throttle body to places yet unknown. Also one line running from it into the AIV reed device. Chime in and help pls!!!

that looks like something off the back of the cyl. head connected to the vacumm controls. on my 91 the aiv had 4 line going to it. 1) electrical connector (1 or 2 wire) 2) hose going to exhaust 3) hose to stock intake box 4) vacuum line leading to spaghetti junction under throttly body

AIV solenoidIf you removed the AIV be sure to secure the electrical harness out of the way. Also be sure to cap close the vacumm lines

It might be the AIV solenoid, cause it came off the bracket the AIV device was attached to on the driver's side strut tower.

I just wanted to know if i disconnected the electrical and plugged/removed the vacuum lines if it was going to create any problems for the ECU or running the engine.

With the KA motor you can remove all the emissions and basically all of the vaccum lines and the car will still run fine. I personaly have removed every single emission component and vaccum except for the vaccum line for the fuel pressure regulator. I have turbo charged my car and so now I have vuccum lines for my fuel pressure regulator, piggy back computer, and blow off valve thats it. That whole vaccum galley under the intake manifold has been deleted except for the water lineand the vaccum galley on the back of the head. if your state does not have emission and you want to clean up and simplify your engine? Get rid of all of those vaccum lines.

That is the solenoid that controls the AIV. If the AIV is gone, it can go too. Like others have said, just make sure you plug up the vacuum lines and you can leave the electrical connector unplugged. The ECU controls the AIV, but does not supervise it, so it will not trigger check engine light.
