haven't seen that before....

Where is the car from? Could it be something as simple as salt build up/discoloration from winters of neglect?

Coolant dries in a weird maroon color. Its definately not coolant.

Like everyone else said, its most likely salt overspray.

I would pop off the section where the air box is and check to see if there is build up and discoloration there on the radiator. Whatever it is it looks like the fan spattered it on the timing cover.

Is the car white? White grille that maybe someone ghetto sprayed while still on the car? Did someone try to recolor the radiator fan white with paint? lol I've seen crazier things, but those are just guesses

Other than that, does it come off with a towel or is it really stuck for good?

Having lived in northern Michigan and on the Gulf coast of FLA, what I can tell from your photo, looks like salt residue either from winter drivng on salted roads, or a (stupid) drive through the surf at Daytonal Beach. If it is salt, other aluminum parts and pieces will have lost their luster with oxidation and even nasty looking pitting or corrosion pits and bumps. Hope this is NOT the case. How are your rims? Exposure to salt, or even salt air as in FLA, will make them look flat and chalky. I would check all over and under for signs of rust peeking thru places where it should not. Again, hope this is not the case. OSCN
