is the redtop s13 ecu the same as the blacktop s13 ecu? Will the blacktop s13 ecu work fine with redtop motor?

There are some slight differences, but they will both run any S13 SR20DET fine except the 1997-1998 blacktop which requires its own ecu.

If speed says it'll work, it'll work. I'd go with a #62 ecu for a redtop tho since thats the one for a manual car. Other ECU's that "work" sometimes will cause minor issues like funny shifting or strange idle problems.
