Is the motor seized?

The other day I got a s14 automatic for dirt cheap, REAL cheap. Sat for 2 years because the previous owner said it had a blown head gasket or what she was told. Now I checked the oil cap, dip stick and rad (Dry as hell). No Milk shake. I did notice that there was water around the water pump belt so I guess the water pump and or gasket went south, I know I have to change that out. Now my question is I got the breaker bar from a buddy and was was to turn the the crank pulley nut whale I had the car in the air. So does that mean no locked motor? I placed some marvel mystery solution in the oil cap and under the where spark plugs goes. Tomorrow I will change the oil along with buying a new battery since the old owner kept it plugged up. So my questions are if crank pulley nut moved, no locked motor? do I take off the starter and get a new one? any advise is welcomed.

If you can turn it then it typically means it is not locked up. Can you keep turning it, or did it only budge a little bit? When you say dry as hell does that mean there was no oil at all in the engine?
