Is my timing right?

My car isn't starting (just for those who tell me to start it then set my timing). I have the pulley marks set at stock timing with the little bar that pops out well at least as well as I could line them up(kinda hard to line perfectly). I also had my valve cover off and my cams were facing out wards so?

whats the other way to set my timing right? I can't do the timing light trick because my car wont start.
