I recently bought a used motor from a car that was involved in a collision. After further inspection, it appears to have spider web like cracks on the block. Does this mean that the engine block is cracked, or is there another explanation for this?

It almost looks like a coating that is cracked. I've never seen a block look like that...almost shattered in appearance.

Looks like a casting defect when the melt solidified prematurely.

If that is the case, then it would just be a visual defect, not mechanical, correct?

Looks normal, aluminum blocks look like this due to the casting process. On high end show cars they sand these casting perfection and stress risers off.
