Is it the xenon bulb or the ballast?

Hello all, I've got 2006 G35 sedan which I haven't driven much for the last few years, and never at night. A few days ago I wanted to drive it at night and noticed that only my high beams were working. I checked and found that both low beam fuses were blown. I replaced them and they both blew again instantly. I disconnected the harness at the headlight assembly on the right side, turned on the lights and the fuse did not blow. So I'm thinking that the wiring all the way to the harness is ok and that the problem is therefore the xenon bulbs or the ballasts, but is it likely they would both fail at once? Please give me holler with your thoughts and advice. Thanks!

A couple of questions. One, did you get this fixed? Two, where in the world are the fuses? My right side bulb is not working. I tried two new ones and no go. Can't find the fuses in the owner's manual and the factory manuals aren't clear. Are they in the battery compartment in the large black box? If so, how do you open this? I don't see an easy way.

Found the fuse and it was blown. Replaced and it worked for awhile then died again. Looks like I'm ordering a new ballast.
