First, I should point out about his DRL.There are many cars which use high-beam with reduced power as DRL.If your friend installed HID kit for the high beam, its starter doesn't get enough power to ignite HID bulbs. This might cause problem with stater and/or bulb. Some sort of by-pass should have been used.
Second, the starter generates a pulse of extremely high voltage(600~3000V) current to ignite the HID bulbs, Xenon molecules require great energy to light up.
