Intermittent No Start Due To Minor Seized Engine

Problem started over 2 years ago. No Start would happen every 3 or 4 months. Now since I drive in rush hour traffic and make 2 or 3 stops within 20 minutes the engine may have a no start every other day usually after the third stop. I never had a no-start first thing in the morning.
I replace the normal parts for the no-start (also for preventive maintenance) battery, starter and both cam sensors before I found out no start was due to minor seized engine.
If I leave the car sit for a few hours the engine will turn over just enough to start. I also found out if I turn the crankshaft right after the no-start with a breaker bar the engine will start normally.
My 2003 Infiniti G35 burns about 1 quart of oil every 1000 miles and has 100,000 miles.
What is the easy, fastest and cheapest way to help free up this engine?

Additional information: No codes stored, no engine light, easy to break engine free with a breaker bar, runs almost like new.
Starter spins the engine for a partial revolution then clicks. After replacing the battery / fusible fuse and starter I tested the charging system, battery and starter (all within spec). Majority of the time for the past 2.5 years I use 5W-30 oil.
I tried to turn the crankshaft with a breaker bar first thing in the morning because I never had a no-star at this time. The next time I had a no-start I used a breaker bar and it felt like breaking a small nut loose. Engine will then start normally.

I'm having the same issues but my car is a 6mt so I just put it in gear and give the car a little shake and it starts right up. I have also changed the starter, battery, and alternator. It seems to only not want to start wen the motor is hot? But it feels like there is not enough power to crank it over? Need help. Hoping the motor isn't seizing!
