Intermittent fuel relay power issue

I just put my CA18DET back together in my S13. I rewired in in its entirety in a attempt to get away from this issue and now I am really stumped.

The fuel pump relay would appear to me making the power on the car pulse. The light on the ECU pulses along with the electrical buzzing noise in the car. I say it is the fuel pump relay because when i pull it the pulsing goes away.

The car will not start when it is in this state and the only way to get it out of it is to wait it out.

Like I said I rewired the car. I also changed the fuel pump relay with no difference.

Any help? Where should i look next?
