intermittent fuel problem

I recently was checking my injectors for leakage and when I went to cycle the ignition switch on and off to repressurize the system there was no change. Tried it again and then it responded according to my fuel pressure gauge. My idle is also unstable and I have the worst accleration. Could this be a faulty fuel pump? My fuel pressure gauge reads 34 psi engine running, but the pressure also decreases after the engine is turned off as there is a leak somewhere, but I can't figure it out. Thanks for the help.
