interior dash-odometer lights not bright enough on y33, dimmer switch problem?

anyone know if this is a dimmer switch problem ?

the odometer-dash lights and radio lights come on but it is very dim, when I adjust the dimmer switch, it seems to adjust abruptly but will not get brighter than a faint glow.

can anyone help ?
