intelligent cruise control did not engage during heavy rain

my 2007 M35 during a heavy rain refused to allow ICC to be turned on. anyone else experience this situation? thanks

One would have to assume that during a heavy rain that the wipers are either on low or high speed.

Page 5-24When the windshield wiper is operatedat the low speed (LO) or highspeed (HI) position, the IntelligentCruise Control system is automaticallycanceled.
