intake problem

i installed a K&N filter on my 96 200sx and even wen i put back on the stock airbox driving or parked it hits 2500 rpm's then it putters between 2000 and 3000 rpm's i don't kno wat to do i need some help!

is there one specific rpm where it cuts out? like a revlimiter?
