intake butterfly valves

i searched and could not find anything on the butterfly valve system in the intake runners. i know this has had to been discussed 100 times before though. me and anouther guy with a ca were looking at the intake runner valves and the acctuater and the head and i understand that it must close under high revs since it is off of vacume. so the valves being open is bad for performance? i noticed that the runners with valves and the valves in the head at those runners had a lot of carbon on them. does this system let exhaust gas in the intake? me and some other ca guys would really appreciate knowing more about this and how to modify it. any links or info anyone has would be very helpful. thanks and sorry if this is an annoying repost like water pumps and z32 maf stuff.

id liek to get more info on the ca about this, but i read on another forum that the purpose of them is to increase intake velocity at low rpms to get more tq, and KA that removed them said they got a crappy idle, which is understandable, but the ca has smaller intake runners and a read about one guy that did it on a ca and had no problems and said he got a slight amount of power out of it, not rly noticeable but still
