Instrument Panel power stays on after key is removed

2000 Nissan Maxima GLE....when I turn off the engine and remove the key, the instrument panel stays on with the indicator lights (seat belt, etc...) and the power to the windows stays on as well. I disconnected the ignition switch and the problem persists. The only way I've been able to stop it is to remove the two main relays. When I take them out the indicator lights finally shut off and the power to the windows is cut. I don't know what to check next. Can anyone help?

Power to the instrument panel lamps and relays that you mentioned is only available thru the Ignition switch. Having power to those components even with the Ignition Switch pulled out indicates a wiring problem within the ignition switch assembly. Double check the wiring to the ignition switch - there could be a stripped/crossed/loose wire somewhere in that area.

OK, I took the entire ignition switch assembly completely apart and checked all the wiring. Theres no change. Could it possibly be just faulty relays?

To have 2 relays being defective at the same time is very remote but possible. Again, those relays cannot have power unless the ignition switch is ON or there is a short circuit somewhere.

With the ignition switch OFF and Power Window Relay out, check for a 12VDC voltage on Pin 1 of the relay receptacle. Presence of 12VDC indicates short circuit in your ignition switch wiring. Here's the 'el' (Electrical) section of the FSM.
