I have a set of brand new OEM xterra fog lights laying around, which I found to fit absolutely perfectly in the holes located below the bumper lights on the later style S13 bumper.

I would like to install the lights behind the grills for a little stealthiness, but am struggling with ideas concerning mounting the lights to the actual bumper.

ANyone have ideas?

You can do what I did, which is mount the lights directly to the grills themselves. They're still secure, being that the grills are held in by 2 screws, yet this makes it easy to change bulbs in the future if you need to, since you only have to remove the grills to access them.

Just my $0.02

I've removed my grilles and installed foglights, but i've found that because it's not a solid mounting point (no metal, just bumper + styrofoam) the lights shake constantly while driving which gets really old really fast. I'm going to sell them and get something else and install them in the airdam (remember to install them as far apart as you can if you go that route, so you don't mess up the beam pattern).
