Installed new headers/turbo and wont boost :( HELP

hey guys, my buddy and i finished installing his new xspower header and his freshly rebuilt and ported turbo on his sr20 swapped 240. He took it for a test drive today but the turbo is not boosting. When he sent it in the turbo to be rebuilt, he asked to have the wastegate shimmed out to 10psi. Im not too SR oriented but isnt the stock level around 6-8psi? he does not have a boost controller at the moment. this is all i know right now. is their anything that we may be missing or that could be wrong. Oh and this is just a standard GT25. thanks alot -alex

1. forgot to hook the end of the actuator rod to the wastegate door arm.

2. forgot to hook the actuator hose to a boost source.

3. exhuast wheel exploded (brief boost spike "POP!" car barely runs)

4. turbo is locked up

if it's one or two smack your buddy and continue to clown on him until you guys are old and grey. If it's three or four you need to have "a little talk" with whoever was working on the turbo.
