wish you were TOTALLY correct my friend but that only partialy applies. toe is changed with lowering(angle and length of the controll rods) camber as well, with independent suspension. toe is the main contributor to premature tire wear, not camber alone. camber and toe alows that small(er) patch of tire (contact patch) to be mis-aligned with center creating more than normal friction between the tire and road. with proper toe, camber of a couple of degrees should be fine under normal driving conditions for the tires wear.
Wet conditions will prove to give you less traction with camber, that's a given. less contact with the road, less friction. also gives water an angle to push the face of the tire at.
camber has it's advantages for handling. on dry surfaces, turn in (inside wheel) maintains more contact with the road on hard turns alowing the outside tire to follow easier (again, less contact patch)
now thow in body roll, sidewall strength/profile/compound, spring rate etc...
that's a good start i think, the rest of you suspension gu-ru's may now chime in and add. ;-)
