Yes, definitely take the fuel rail off--then clamp the mounting bracket in a vice--then spray wd40 or some other lubricant after prying the plastic part of the injector that sits flush with the injector housing up--I used channel locks to take them out--but it takes a lot of effort. It's not nearly as easy as it sounds--you need to use a LOT of force to pry those suckers out--Because I knew i wouldn't need the injectors already in my fuel rail, I just ended up tapping them out with a drill bit the same size as the nozzle--popped right out, but destroyed the pintle caps (again, I didn't care, I wont need them again).
If you don't need the injector,, I suggest tapping them out. If you must use channel locks or whatever to take them out, be very careful when you're applying force, as the fuel rail WILL bend--it happened to me--good thing AceInHole lives right near me and had an extra rail lying around
