I'd imagine he's looking at the Air Intake Valve. It's a black box with a hose running from it to the stock airbox. From the AIV assembly it runs in to the exhaust manifold. Unless I'm mistaken, it's purpose was to dump air from the intake in to the exhaust flow to improve the performance of the catalytic converter. A lot of folks remove it with no ill effects, as long as you plug up the hole in the airbox and exhaust manifold.
My AIV is going in the trash once I put on my Hotshot header. SPL makes a nice little plug for the hole in the header and you can just use those plastic vacuum line caps to seal up the hole in the intake. AFAIK, only S13's had this as Nissan seemed to abandon this particular piece of errrr... hardware fairly quickly.
