Vista has a bad reputation with non-casual PC users because it's a system hog that has a lot of unnecessary garbage. It's really just the same thing that happened with XP, though. When XP hit, I said many times I wasn't giving up Win98SE until I HAD to. Wasn't until XP SP2 hit that I was willing to upgrade (since it wasn't until that point that it WAS an upgrade). XP used more system resources than Win98 and didn't like a lot of older win95 and even some win98 software. Service packs eventually mostly fixed that.
Vista also has compatibility issues out the wazoo, lacking drivers for common peripherals and suffering from problems where XP would not have them. A new OS in it's early stages always has some sorting out to do, though. I'm patiently waiting for Vista to get to it's "Service Pack 2" point, at which point I'll likely buy it for an all-new machine. I don't think my current machine will ever see Vista, though, unless MS can isolate a good bit of the extraneous garbage that snags up so many precious system resources. I don't need "3D" window scrolling (which isn't really 3D anyway) and I can certainly do without adjustable opacity windows if it means more efficient operation.
Vista, though, has some nice benefits, like DX10, which is a huge step up from 9. My rig right now has a DX10 graphics accelerator but isn't up to snuff for running Vista with the same performance as it runs XP, so I'm missing out on that.
Another huge issue with Vista is that Ultimate costs nearly $500. I could buy a whole damn computer WITH Vista for that! MS needs to loose this needless tiered features system. Two packages at most are needed, and the price ceiling should be closer to $200, not $500. I don't care what it cost them to develop it, it's not WORTH that much cash to the consumer.
