I quickly looked over the factory repair manual and did not see any procedures or instructions for this type of issue. They basically say if it does not go up replace it. They do say this:
When rear sunshade reaches fully open or closed position or its operation is interrupted by an obstacle, rear sunshade control unit detects overload of rear sunshade motor, interrupts power supply, and stops the operation.

This tells me there are no additional sensors limiting it, just the controller and motor running the show.
I don't have the sunshade on my car so I cant make any experience based suggestions but have you checked to see if there is any damage or debris on the scissor hinge? Or tried "assisting" it with raising up past the sticking point? Take my advise at your own risk of course.
