Infiniti G35 AC Compressor Problem

The AC compressor is fully functional, but does not work while the fans are running. What steps should I take to troubleshoot the problem?

Probably an automotive air conditioning expert or the dealer

Welcome to NICO. First thing you'd want to do if you're comfortable with it is to put some gauges on the system and see what it's doing. Chances are the pressures will not be what you'd expect, and depending on what is happening would determine what the likely cause would be.
