Increase turbo lag on T25 for fuel economy?

I have a stock SR T25 for my KA24DE. The setup I have is not mounted on the car yet. Here it is:

-T25-OBX T3 manifold with T25 Flange welded on-Greddy Profec B II-SAFC -small Ebay FMIC 27x6x2.5-370cc SR injectors-Walbro 255-plan on running ~4-6psi

As far as I know this turbo kicks in at around 2200 RPM on a stock SR? I would really like to have it kick in around 3000 to 3500 RPM on my KA. Can this be controlled easily? Maybe with my boost controller (I heard probably not)? I can get a hold of a T4 for cheap but thats way too big for only 4-6psi this motor. I assume it would be easier to increase lag with a T25 then make a T4 spool faster with this setup. I know I could just get a T3, but I would like to keep the T25 if possible. Any help? Thanks

At highway speeds and 25-30% throttle, you should still be in vacuum and no boost. have you ever driven a boosted car? they only produce boost when you're accelerating.

No experience actually driving one, YET . Needed to ask because Im either going to use the T25 or the T4 which are very different. So I take it that with the T25 I could stay in vacuum even at a high RPM, if my speed is constant (~60mph)? This has been the only thought holding me back. Just wanna do this right. thanks.
