Does the guy have a ton of positive feedbacks? Not trying to be insulting, but you said it's your first time buying something on ebay and I find that when I sell something to a first time ebayer, they almost always aren't very familiar with the system and something goes wrong.
Sometimes their address isn't spelled correctly or they've ommitted a unit or apt number, sometimes they're email filter deletes my messages, etc. If they guy has sold hundreds or thousands of things and had very few issues with people, then you can rest assured he's not trying to rip you off.
If emailing him fails, do what EV said and open a dispute. Basically, you just go to your "my ebay" page and click on the drop box next to the item and select "report an item not received." This will prompt ebay to send the seller a message and you and him can communicate in a style similar to a thread, hosted by ebay. You can also request his personal information and call him. I'm sure it's all just a mis-understanding.
