I'm not familiar with Norway's specific laws regarding the importation of cars, but your best bet is likely to import a car from either Europe or the UK, as they have the versions with the better engines.
It'd also probably be a lot cheaper to ship a car from Europe than it would be from the US.
You might also want to look into getting a car shipped directly from Japan, if Norwegian law allows such things.
