As for the bolt...well, if the steel bolt is seized in the aluminum head it could be a ***** to remove.
You can try to drill with an appropriate sized left handed drill bit and that might gently back it out. You *really* don't want to hit the threads with the bit...that would suck.
If you manage to drill a hole and not damage the head, you can try one of those Easy Out kits, but if that thing snaps off in there you're really ****ed. Those suckers are hard. Much harder than the bolt.
PB Blaster or some other penetrant oil might help, I suppose. You could also try heating the area with a torch since aluminum expands faster than steel. Downside to that is...well, lots of stuff in your engine bay doesn't react well to open flame.
NOTE: PB Blaster IS VERY FLAMMMABLE!
Bottom line is that you don't want to **** up the head and then have to helicoil it.
If possible, I'd say find someone who's experienced in removing stuck bolts from aluminum. As I said, it's really easy to **** up an aluminum head. The service apes at the local Nissan dealership stripped four of the bolt holes for my valve cover.
As for the cam cover, once the bolts and distributor are removed, the only thing holding it on is RTV. I gently coerced mine with a piece of wood and a plastic mallet...be careful as the head gasket sticks out and is sandwiched between lower timing chain cover and the cam cover. I tapped from behind (from the back of the engine).
Edit: I didn't realize that the majority of that bolt was already out. I'd hit it with some PB Blaster wait a little while and then try to get a lefthanded bit in there and back it out OR use a regular drill bit, drill in a little bit and then try to reverse it out.
That's what I'd do, but I'd personally be very nervous about undertaking it myself. You really want that bolt to come out straight, and I hope that thing wasn't cross-threaded.
