im new to nico club and need help with my headlights

before everyone yells at me to search for it i did, i couldnt find anyone with the some problem i made a video and will attach it in the post. i just got this car and the headlights have never gone up or down. its pretty strange

Check the Brown wire in the headlight switch see if it had been cut....

I should have mentioned before the brown wire to the switch had not been cut. I'm clueless at this point

Might be a blown fuse, never hurts to check!

Make sure the headlamp timer is plugged in and getting juice.

Fuses and relays are good the only other things I could think is the button to the dash is no good or the headlight switch because sometime when I use my turn signals it won't click and lock in place I'd have to hold it up in the direction I'm turning.
