Ignition timing question...

I did the ignition timing on my car and there aren't any visible marks on the crank pulley. Apon closer inspection i found 6 small notches so i put white out over them so i can see them with the light. I even double checked to make sure they were intentional notches and not dirt or chips in the pulley. I pulled the coil from the cylinder closest to the radiator and used an old spark plug wire from my KA to make a "high tension line", sort of like what the ca18det FSM says to do. So i did my timing and i set it at the 2nd to last notch which would be the fifth notch. That is if you're reading the notches clockwise, or left to right. The only thing is, is that even though the timing light shows that i'm at 15 degrees BTDC, my CAS is rotated almost fully clockwise. From what i read this is almost in the fully retarded position. What's going on here?
