Ignition short? Bad idle?

I just bought a new 240 today, and there are a few things wrong with it that I'm not sure what it is. The car is 100% stock.

#1- The car won't start unless the steering wheel is in a certain position. When it doesn't start, you slowly rotate the steering wheel back and forth until it kicks and fires right up. My first thought is the ignition switch on the back of the cylinder lock must be bad. The only odd thing is, I don't understand why the steering wheel angle would affect that. While the ignition switch is on the steering column, it isn't connected to the shaft.

#2- The car idles really ruff. The motor shakes so hard it almost looks like it's misfiring. It isn't misfiring and there is no check engine light. When you bring the car above 3.5k rpm, it runs perfect. This is true while driving also. Below 3.5k, the car runs ruff and crappy, above that it runs perfect. My first though was the IAC on the back if the intake mani, but I don't think that would affect it while its driving. My buddy thinks it might be poor engine grounds.

Any insight on either of these would be great.
