ignition relay question

ok i'm checking #3 terminal on ignition relay which is on bottom the latch is on top, with relay in and i get 0.0v it is a white pink wire ? good or bad? and where does it go? by the way i'm curious if there's a way to get new eccs and ign relay. will the stock 240sx work?

also as i see it i followed it and it went to a small lil black capacitor which i see it as a suppression nosie capacitor and then it's supposed to go to the 12v for the coil packs. right or wrong?
