If I get an R33 Gts . . . .in Socal

Ok im sorry if i burden anyone with my SUPER NOOB question. . . . i have read on this forum alot about "Federally Legalized" Skylines and what not. . . but i got a little confused. So im here to ask my question direct and hoping to get a direct answer. . .

Ok so i got a R33 GTS from my uncle. But it hasnt been reg. or anything yet. My question is how would i go or who can i talk to about getting my car "Street Legal" for california roads. I have the shipping papers from Japan and US. (Japan release paper and US custom Papers) I dont have any DOT approve papers or anything yet. But my parents do own a Used car dealership and i have a dealer license and license plate. I want to get the DOT papers so i can "federally legal" my Skyline. Also if anyone knows what am i suppose to do about the Smog can anyone pm me some info on smogging?

Again sorry for this NOOB question but yea. . . i kinda need help. Also i live close to "Focus Auto Sales" and i see their R34 alot on the streets. Any info would be very appriciated.
