Well here we go again the. The guy says the tags are paid for but it needs to pass smog. Is it true that u can get the tags without smog. The ac belt is missing. So does that have to do anything with smog

You should not need functioning AC to pass smog. They only care about what affects your emissions etc...

The tags aren't paid.

The registration is what you pay for.

But you can't complete registration until the car is smogged.

The guy you bought the car from should have smogged it being as how it is law.

look man if your mil is off youre pretty much half ways through the battle of passing smog, now just give it a run and see what happens, if it doesnt pass then youre pretty much screwed, jp figure out why it didnt then fix it.Or just do whatever you desire, or just go with what these guys are saying since its not a bad idea.
