idle problem (IACV broken???)

Ok, so I finally got it running again after yesterday's debacle of not running, I swapped the spark plugs and it started right up. Before it stopped working, I cleaned the IACV out. Now it idles at 700 when warming up, and drops to 300-400 when it catches, then bumps back up. Turning the idle adjustment screw in either direction does nothing. And I installed it back in perfectly. My question is I assume one of the solenoids went in the IACV right? Before I cleaned the IACV the idle was random, from 500 rpm to 1100 and waivered horrifically back and forth. At least it's steadier now I guess lol. But with such a low idle, the car just stalls out when you come to a stop.
