Idle Out of Control

I've just put idle control and cold start on my RWD ca18det. However, I can't seem to get the idle right, and I've searched my butt off to no avail.

It seems like my ca18 wants to either idle high (2300+ rpm's) or die. There's like 5 variables that I think may be preventing me from having a proper idle.

1)Non working idle control valve
2)Messed up cold start valve (air regulator)
3)Vacuum leak (sprayed brake cleaner everywhere and couldn't get it to really change idle)
4)Improperly set throttle body screws (do I leave this completely shut or what?)

I've tried unplugging the idle control and adjusting the idle screw, and sometimes it makes a difference and other times it doesn't change anything. What's the best way to tackle this? My ECU isn't throwing any codes by the way.

The high idle is the cold start under the TB. They're infamous for sticking open/shut. The idle control valve is probably bad/gunked up and needs replaced.

How can I test this? Clamp the air line going to the cold start shut with vise grips and see if idle changes? Or do I need to just take it off and look through it or something?

Yes, LOL. It feeds it's air into the plenum right behind the throttle body via that big tube. I would remove the hose, and cap the nipple coming out of the plenum, and plug the hose. If that drops the idle down, then you've got it. I can tell you from experience, that I've never actually seen a stock CA18 that hasn't had that part fail. I think they fail from sitting for years in a junkyard.
