IDLE Issues

I have been keeping my car in the garage due to lack of insurance. In the mean time ive been buying misc parts for it. Lately when i have been starting the car, after it has been warmed up , i touch the gas once, and the rpms jump from 8-900rm to 11-1200 rpms , every second or so. What can these be from, my check engine light pops on once i move the car in first gear. What worrys me is that jump of rpms. A clutch and flywheel was recently installed and i have headers and a intake to put on also.. Before i do , i wanna figure out why i have this idle problem.. please lmk if you have had something similar like this happen to you
