When I disconnect the TPS and set the idle, I can get it at 700 just fine. Then I'll turn it off and plug the TPS back in blah blah and it'll never really go below 1000rpm at idle. Occasionally it will if I'm at a stop for a long time, or it'll go down to 700-800 for a second when I come to a stop, then slowly come back up to 1000. I think I might have a vacuum leak, could that be causing the problem or is it something else?

could very well be a problem with the iac-aacv. once you have her idling at 1000 or so, try pinching the iac-aacv hose so no air can get through her.
