Idle, electrical, oil leak problems! Please help!

Hey,

I just got a redtop swapped '95 zenki two days ago and i am trying to fix all the minor issues it has. This is my first nissan so give me a break if i dont know where everything is at yet.

First off is the idle. It was idling at around 1200rpm and sputtering a little when i got it. I cleaned the iacv and adjusted the idle down to around 800 but it still sputters even a little harder. It accelerates smoothly and pulls hard. Any ideas? I searched for idle but didnt really find anything that

Secondly i have a weird electrical thing. When i start the car there is no power to the interior ie no power windows, no speedo, tach, radio, climate controll lights, etc. After i get above 65mph everything all of the sudden pops back on. I replaced the battery when i bought the car since it was dead.

Third is an oil leak. It seems to be comming from the timing chain tensioner area if i am not mistaken. Oval shaped with two bolts holding it into the side of the head near the throttle body. I cant really see whats happening below, but could it possibly be a leaking head gasket? If it is the timing chain tensioner how difficult is it to remove it?
