Idle adjustment screw will not let me lower idle once TPS is disconnect.

I'm trying to adjust my timing, but first I have to get the engine to idle at 800rpms.

I went along with the FSM, but when I got to adjusting the Idle Adjustment Screw it was ineffective. Unplugging the TPS causes the car the idle at 3000 RPM.

Prior to me doing this the self diagnostic showed code 55(No Malfunctions).

Someone point me in the right direction?

My friend comes over and ask "You try adjusting the throttle cable?"

It was too tight.
