idle adjustment screw

I searched and couldnt find anything. I am having problems with my idle and im not sure if it is the idle screw or my ecu. Is the idle screw the 2 screws on the throttle cable?

The idle screw is on the IACV on the intake manifold. The screw should be visible between the 2nd and 3rd intake runners.
