I see you're running the J-spec tails from your avatar picture. If they have the original bulbs in them, they will indicate a different voltage for the tail sensor, and make it think a bulb is out. Solution? Swap with OEM bulbs.
If that doesn't do it, clean the connections on the rest of your TBL bulbs. They're prone to corrosion, and the bulb housing builds up gunk and gives a bad voltage reading to the sensor, indicating a burnt bulb.
If neither of those methods work, the sensor is bad. I've seen a few go bad, but not many. I believe there is a write up somewhere to bypass it, however.
