Where is the vacuum line for the IACV located on a 93 KA24DE. does it come out to the front of the TB by those four other lines?

if you still have the stock intake, it should be the bigger line that connects to it to the right(drivers side)

it is to the right of the tb, rubber line that connects to a solid line which runs to the back of the intake manifold.

ok i think i fidgured out my problem finnaly ive been dealing with my car not idling and now all it was was i accidentaly PLUGED IT OFF when i removed the stock intake

can i have it open or do i have to plug it into a vacuum line? if so which one?

If you are installing a turbo, the vacuum line has to go to the inlet side of the compressor, after the MAF.

could i just tee it off to the pcv line that goes to the intake inbetween the maf and the turbo

that should be ok, as the iacv is a pump, so long as it goes between the mafs & turbo compressor inlet.
