I30 will not drop into passing gear

2001 I30 car runs great but will not drop into passing gear. Is this a solenoid problem??? help?? :confused:

Could be a failing torque converter or solenoid... Have you checked the transmission fluid level (while running) and the color of the fluid? Can you describe the situation with some specifics?

All shifting is smooth but at hwy speeds when i put my foot into it, rpm's go up smoothly but car does not respond, if i gradually put my foot into it the speed moves up but just never drops into passing gear.....transmission fluid is red and smells clean
